New Member - The chair, Martyn James, welcomed new councillor Jill Chatwin to the recent meeting.
County Councillor’s Report - Clr Brinsden reported that the road dressing season was now upon us and hence there would be work in progress.
Llanteg Community Association – there were barbecues planned for 3rd July and 7th August in the Old School Garden. The walk with National Park from the beach in Amroth to Saundersfoot would take place on September 12th at 2pm.

Dedication Service for Clr M.Cole – Once the seats were in place the dedications service would be arranged. One of the Councillors knew someone who would do the plaque when the time came. Mr Bob Cole would be contacted regarding the wording.
Llanteg Community Association – It was reported that there was a very successful walk from the old Grove Colliery. It was superb and over 40 people attended. A further walk was planned for September 12th.
The Llanteg Community Association AGM would be held on Monday 21st June.
Children’s workshops were provisionally booked for April next year.
The Claypits were developing well. A JCB had been employed ad lovely plants were now emerging.
The seat at Stanwell Corner would be refurbished by Wayne from CARNA Joinery.

Other Matters –
New Premier Stores at Llanteg Garage – two of the Llanteg Councillors both reported the benefits of the new Premier Store at the garage in Llanteg. This was an excellent facility for the village and was much welcomed. Councillors encouraged everyone to use the new facility, both for petrol and general foodstuffs, when appropriate.

Llanteg Community Association - the association's Walk and Talk is planned for Monday May 3rd. Departing from the Ironworks at Stepaside at 2pm. All welcome.
Appointment of new Community Councillor for the Crunwere Ward - in accordance with the electoral process it was reported that Ms Jill Chatwin has agreed to be co-opted as a member for the Crunwere Ward. A letter and relevant forms would be sent to invite her to attend the next meeting in May.
Tribute Evening - it was reported that the Tribute Evening for the late Clr M.Cole was cancelled due to unforeseen circumstances It was suggested that a dmall dedication service be held in a tribute to the late Clr M.Cole once the seat and plaque were in place - this was agreed.
Planning: Horsemanstone Llanteg - erection of building for agricultural, garage, storage and workshop use (this application has gone to appeal) Milton Lodge Llanteg - certificate of lawful use or developement. Ffynon Hafod Tavernspite - single storey extension (permission granted) Llanteg Service Station - two internally illuminated free standing display units (no objection).

Litter – Clr Brinsden reported that there had been several complaints about the amount of litter on the A477, he had reported it, but nothing had been done as yet.
Llanteg Community Association – the chair of Llanteg Community Association reported that a new secretary had been appointed. He also told council that much work had been done on the claypits. Mulching has been done, but that grass seed was required, together with a rotivator, to complete the work. This was proving to be a costly business and he asked if the Community Council was prepared to allocate £150 to the Llanteg Community Association for these works to be carried out. This was unanimously agreed.
There will be a ‘walk and talk’ event on Monday May 3rd, leaving Stepaside Iron Works at 2pm with a 3.5mile circular walk from the Iron Works to Wisemansbridge and back via Sardis, returning at approx 4pm – all very welcome.

Milton Lodge – certificate of lawefullness (no objection).
Road Signs at Llanteg – Llanteg History Society had written regarding the possible erection of small ‘LLANTEG’ signs on the Tavernspite and Amroth side roads – Council had no objection. A letter would be sent.
Clr Madelaine Cole – a councillor said that the Amroth and District Community Association had raised the idea of a tribute evening for the late Clr M.Cole. Views had been sought and it would appear that such an evening would be welcomed. The evening of Saturday 17th April had been earmarked and it was hoped that there would be several friends and colleagues who would make contributions. It was also stated that the Llanteg Community Association, together with Llanteg Village Hall, were intending to have a memorial to the late Clr Cole, but it had not yet been decided what it would be. It was suggested that a plaque, in memory of Clr Cole, be put on one of the new benches soon to be erected on the promenade in Amroth.

Sewerage - Clr Brinsden reported that pressure would be put on Welsh Water by PCC to state where future new systems were to be installed.
Seat in Llanteg - one of the councillors had kindly offered to move an existing seat, which was not currently used, to the cross-roads site.
Llanteg Community Association - it was reported that Council had sadly lost Madeleine Cole from the Community Council and Llanteg Community Association, and that she was a much-valued colleague and friend. a new secretary had been appointed, and, in due course, council would need to co-opt a new councillor for the Crunwere ward. This would need to be advertised. The appointment of a vice-chair would be decided in May at the AGM. The community garden (in Llanteg) now had a newly equipped garden shed. Volunteers had tidied the garden up and and set bulbs. Much work was currently being done on the Clay Pirts prior to March 1st when the nesting season would start. A lovely park area was developing. A village walk was planned for some time in April.

30mph Speed Limit - Clr Brinsden did not attend but he informed Council that he had received a request from a resident for a 30mph speed limit on the road from Long Lane to Parsonage Farm. Councillors suggested it would be in the community's interest to extend the speed limit right through. Clr Brinsden would be asked to action this.
Seat at Llanteg - A councillor said that a seat had been requested at Llanteg for eldery people. This would be included in the precept.

PLANED - Saundersfoot as the Hub - there was concern that neither Llanteg nor Amroth were mentioned in the documentation that was being circulated. It was agreed that due to the community associations recently established in the areas Council would concentrate on these and put involvement with the Hub on hold at the moment.

Seating - the seat issue must be address e.g. ...also one in Llanteg near the bus stop. This could be addressed in the new year under the 2010 precept.

Crunwere Farm - agricultural building for storage purposes - proposal approved.
Signs - a councillor had been approached by Rose Park Farm as they were being made to remove signs and apply for planning permission to have more appropriate signage in line with planning permission. This was presented to council for information.

Mr Matthew Owens – Housing Enabler from Pembrokeshire County Council was welcomed by the Chair. Matthew Owens distributed the Housing Needs Survey Report to Councillors. The survey was conducted in June last year. 54% of households surveyed would consider supporting a small development of affordable housing to meet the local housing need. Potential development sites around the area in Stepaside and Summerhill have been identified by National Parks. Any such developments would have to be approved by the Community Council. Concern was raised by Councillors about the lack of a main sewage system in the Llanteg area which has caused considerable issues with overflow and pollution. It was stated firmly that any thought for further development in this area would not be supported until there is a main sewage system in place.
Textile Recycling Bank in Llanteg - Cllr Brinsden reported that the Trunk Road Agency is not prepared to have this placed at Folly Cross.
Welsh Language Scheme - Councillors were given an updated PALC revised scheme. Cllr J James proposed that this scheme be adopted and it was seconded by Cllr Brinsden. A letter will be sent to the Welsh Lanaguage Board saying that this Council accepts it as its preferred scheme.

Sewage - Welsh Water stated that Llanteg had no chance of a main sewage system.

Planed: Saundersfoot Kilgetty as the hub, meeting June 9, St. Brides Hotel. Everyone invited.
Crosslands - A 20 mph speed limit would be in operation for resurfacing at Crosslands.
Textile Recycling Bank in Llanteg: Folly Cross was the desired site and a meeting is being set up to look at this.
Trees beyond the hedge at crossroads by Folly Cross: The obstruction problem was now resolved.
Llanteg Community Association - It was reported that Llanteg Community Association had arranged a village walk for Sunday, August 2. Publicity would be going out about this. On Saturday, August 29, in Village Garden, Llanteg, there would be country crafts for children followed by a late afternoon barbecue. Everyone is welcome.
Church Service - The Community Council annual church service in August will be held at Stepaside Chapel on Sunday, August 9, at 11 am.
Planning: Clr. Brinsden took no part in this agenda item. He informed council that he would be standing down as chair of the National Park Development Management Committee in June, although he would still be a member of the committee.
Ael Y Don - extensions and alterations to provide annex and double garage (no objection).

Planed, Saundersfoot as the hub: Llanteg and Amroth and District Community Associations met in the Amroth Parish Hall to hear the plans for an EU/WAG project that would encourage community associations to work together, share resources and develop common projects. There would be an initial meeting to talk about this initiative on June 9 at St. Brides Hotel.
Coast Care Group - May 17 for next clean.
Blaencilgoed Quarry had received planning permission for temporary modification of Condition 64. They were granted this despite the fact that these lorries and bitumen tankers have to pass the rear entrance to Tavernspite School where there were no pavements and where many parents drop off their children. It would seem that the IPG who voted en-bloc for this to be passed have more affinity towards business than for the safety of pedestrians and children.
Textile recycling bank in Llanteg - This was still being considered.
Trees beyond the hedge at crossroads by Folly Cross - These were obstructing the view, but nothing had been done on this matter. A reminder was to be sent.

The next meeting will be on Thursday, May 21st, the annual general meeting will be at 6.30 pm, followed by the monthly council meeting at 7 pm. It will be at Amroth Parish Hall. Matthew Owen, housing officer, will be attending to follow up the work on affordable housing. It was agreed that, due to personal circumstances, there would be no meeting in June. The June meeting will take place on August 20 at Llanteg Village Hall.

Community Associations - a meeting of the two Community Associations - Amroth & Llanteg, will take place on 22nd April at Amroth Parish Hall - 7pm.
Signs - unfortunately no sign will be erected at the entrance to Allen's Lane as requested by Me Kelvin Williams as as it was a byway and by this designation it should be obvious it was unsuitable for HGVs.
Broadband - now accessible n the area for anyone who wished to apply for it. Nerys Evans, at her surgery in Llanteg, reported that she had met with representatives of BT, and had asked for a map highlighting where there may still be gaps in provision.
Textile Recycling - to be discussed at next Llanteg Hall Committee Meeting. The committee would be recommending that it went to the Folly Cross site.

Briarwood Corner - no sign as yet but drainage had been addressed.
Broadband - should be available to everyone who wants it by April 1st.
Signs - 'Unsuitable for HGVs' to be situated at Crosslands because lorries were accessing this road and preventing access for walkers and other road users.
Dog fouling - concerns about fouling on the beach and promenade, especcially during summer months - to be raised in press and two newsletters (Amroth & Llanteg).
Energy Conservation - a possible meeting to be held with Llanteg & Amroth Community Associations.
Textile Recycling - to be discussed with Llanteg Community Association.
Newsletters - letter of thanks received from Llanteg Village Hall for the donation of £100 towards Newsletter costs.
Youth Workshops - Llanteg Community Association would be running environmental youth workshops on 16th & 17th April - local schools would be contacted with publicity shortly.

Amroth Newsletters - first Newsletters out in Nov/Dec (copy on Message Board). The next Amroth Newsletter to be published by Easter.
Gritting - sections of road could be gritted if local people ring the Council emergency number or the general number and ask for gritting to be done where there is likely to be a safety risk.
Sewerage - Clr Brinsden will address the Scrutiny Committee in January.
Pot Holes - these were between Stanwell Corner and Colby Corner and have now been filled in.
Community Council Meetings - future meetings would alternate between Amroth and Llanteg Halls. There would be no meeting in January.
Textile Recycling - agreed that the planned textile recycling bank should be positioned at Folly Cross as there would be more parking space than at the Village Hall (Llanteg) where it was proposed it would be located. A letter would be sent to suggest the new location.
Communit Associations - a possible meetng in the New Year between both Amroth and Llanteg Community Associations to discuss energy conservation.

Prior to the start of the November meeting of Amroth Community Council, a welcome was extended to Mr. Tim Jones, of the Pembrokeshire Coast National Park Authority. A question was asked about the path from Eastlake Farm to the stream which could be difficult to walk on, especially after heavy rain and tractor use. The path leading from Hannah’s Plain to Ledgerland Farm could be impassable in places. However, Mr. Jones said that this path was not within his remit.
Broadband - This work was now in hand. Clr. Brinsden read out a cabinet statement showing the cabinet’s work in chasing up BT and WAG regarding this issue. Forms had gone out to all residents within the area asking them to write to Nerys Evans if they were experiencing problems with accessing roadband.
PLANED Community Action Planning: Llanteg has its own Community Association which worked in conjunction with the Llanteg Village Hall. It was stated that now there was a great opportunity to work together (with Amroth) across the community council area and help to lead on the key priorities identified in the Action Planning process by local people. Clr. Brinsden reported that he is still working on the sewage issue in our area. Welsh Water and EA are being invited to the Scrutiny Committee in January when Cllr Brinsden will be speaking about this on-going problem.
Bus shelter: Council agreed that it would like a bus shelter in Amroth village, the same as the one in Llanteg.
Flooding at Woodview: Clr. Brinsden stated that excess water was being allowed to be fed into the main drain.
Pot holes on road between Stanwell corner and Colby corner: Nothing had been done. A reminder would be sent. Planning - Clr. Brinsden declared an interest
Ael Y Don, Llanteg - providing annexe (permission granted).
Meetings - It was suggested a community council meeting be held on February 19 at the new Amroth Parish Hall and every other month from then onwards, alternating with Llanteg Village Hall.
Events - It was reported that there was a Family Carol Service on December 7 at Llanteg Village Hall. Everyone welcome. At the Amroth Arms, on December 20, Tempus will be giving a carol concert for all the community for a cot death charity.

Briarwood Corners - Mr K.Willams of Briarwood attended to complain about the state of the corners near his house which were being eroded. Mr Williams asked if the road could be adopted by the Council. Clr Brinsden said that as the road was a BOAT (byway open to all traffic) there was nothing that could be done about it. Clr Brinsden had requested extra piping on both sdies to ensure drainage was maintained. Clr Brinsden said a sign could be put up saying 'Unsuitable for motors'. The Chair, Clr James, said they would do all they could to improve the situation and would keep it monitored.
National Park - Clr Brinsden stated that he had retained his seat on National Park and was still the chair of the National Park planning committee.
Newsletters - agreed that the Council was contribute to both the Amroth and Llanteg Newsletters. It was proposed that a donation of £100 be available to both newsletter groups. This was very much appreciated.
Sewerage - Clr Brinsden said a motion had gone through to the scrutiny committee on the sewerage system (Llanteg & Pleasant Valley).
Zoar Chapel - it would appear that the PCC would not widen the road and plastic bollards were not helpful.
Flooding at Woodview - nothing to add at this stage and work seemed to have stopped completely.

Zoar Chapel - one councillor suggested that some work should be done on the verges outside Zoar Chapel of Rest - perhaps tarmacing the area - to prevent cars from driving on the newly cut verges and the fact that the verge was sinking.

New member for Llanteg, Mrs M.Cole, was welcomed. The Council now has twelve members.
The new Chairman for 2008/09 was Clr John James, Summerbrook.
County Councillor Brinsden thanked everyone for their assistance & support in the recent election. He reported that he was still a member of the National Parks Panning Committee and also Vice Chairman of Licensing.

A.C.C. would request that there be a review of the lack of a mains sewerage system in the Llanteg/Llanteglos area.
Noted how fortunate Amroth were to have Clr Brinsden as part of their Community Council providing feedback on Pembrokeshire County Council issues.

Bleancilgoed Quarry - development of asphalt plant (full investigation would be carried out)
Milton Farm - (no objection to outbuildings being converted into three holiday units but that the driveway needed to be assessed as it was on a nasty bend and the proposed development would increase traffic to the site)
Bevlin - (no objection - but the alteration of existing access to the site resulted in a number of observations being made by Council)
Norton Lodge - change of use of land and erection of garage (permission granted).

Action Plans - Amroth will be having a meeting at Amroth Arms on 10th March - 6.30pm for buffet with meeting from 7-9pm.

Sewerage - mention made of Crunwere having 227 on electoral role and none of the properties had mains sewerage. Letter mentioned to draw the attention of all householders (all of the inhabitants of Llanteg) to the importance of regular maintenance and emptying of these systems.

Planning
Concern was raised about the way Planning Applications are assessed between meetings, in order to meet the planning deadline.
It was suggested that consideration be given to a Planning sub-committee when more Councillors are elected next year.
It was also suggested that a local resident with expertise would be happy to act as an unpaid consultant to look at plans. Some councillors felt that, despite the credentials to do the job, any one taking this on should be an elected Councillor.
It was agreed that in the short term, a Councillor is telephoned in the specific area for their view. If there is a complex matter then plans must be viewed by a group of Councillors. Advice must be sought from current and past Chairmen and the Councillor located in specific area.
One Councillor did not attend this meeting but she wanted it to be stated that she does not feel there is any necessity for a pre planning meeting as such, unless the application is of particular importance/concern.
This important issue will be discussed next May to look at the best way forward. We may be able to invite the National Parks to discuss the best way of assessing these applications
It was suggested that all Councillors + Clerk to have official photographed badges for on site meetings. Enquiries will be made about the feasibility of this.
This issue will be discussed at our next meeting.

Concern has been raised by a member of the community about a plot of land nearby in Trelessey Road which is being used for storage of fair equipment and caravans. The resident was asking if anything can be done about this as it is National Park land.

New Boundaries - from next year Amroth Council will be able to have tow more councillors - making twelve in total, due to its extended boundary. The area comprises Amroth, Summerhill, Pleqsandt Valley, Llanteg and Stepaside. The council would welcome new councillors from any of these areas, in particular Stepaside, which was currently underepresented. Elections will be held in May 2008.

Redirection of Traffic after Accident - traffic redirected a lot better after the recent fatal accident by the Old Amroth Road (Oaklands loop - perhaps because they could loop around easily there!). Thanks were extended to Dyfed Powys Police for their co-operation.
Road Maintenance - Llanteg to Tavernspite - work part completed - to complete the rest 'in future'.
New Neigbourhood Watch Scheme - monthly meetings being held locally. Residents with any concerns to contact Clr John James.
Planning - application for new stock shed at Rose Park Farm - no objection.
Correspondence - letter received from Ruth Roberts regarding History Society wanting a plaque installed at Mountain Chapel - no objections.

Claypits - agreed the Probation Service would start work there by the end of the summer.
Road Maintenance - Pembs.C.C informed them that work on Tavernspite/Llanteg road would be finished by end of July.
Resignations - received from both the clerk (Mrs Wilson) and Clr Alan Adcock (community councillor for 15yrs). Clerk has given the three months notice required.
Redirection of Traffic - clerk had e-mailed Sgt King of Narberth regarding the poor redirection of traffic after the recent A477 accident near the Folly crossroads.
Sewerage - the Environmental Agency had completed its enquiry for Llanteg and had decided to uphold the decision made by Welsh Water not to install mains sewerage in Llanteg.

Claypits - Clr J.James said there'd been a gathering at Llanteg to discuss the project. The area at the back of the old school would be maintained and kept in good order. But work would not start poper on the Claypits until the end of the summer, although a start had been made.

1. The current Community of Amroth is the most easterly coastal community in southern Pembrokeshire. Whilst it abuts Carmarthenshire in the east, it has landward boundaries with the Community of Lampeter Velfrey in the north and the Communities of Kilgetty/Begelly and Saundersfoot in the East. In demographic terms the population is heavily concentrated in the south-western part of the community where the settlements of Summerhill, Stepaside, Pleasant Valley, Wiseman’s Bridge and Amroth are all located. The remaining area is predominantly a sparsely populated agricultural area, with only two hamlets at Llanteg and Llanteglos. Community services and facilities are fairly limited, due to the close proximity of larger local centres at Kilgetty and Saundersfoot, but the area does have a number of churches/chapels, shops, public houses and a village halls, located in Summerhill and Llanteg. The A477T provides the community with an important route of communication to the main centres of population in the south of the county.

2. A large part of the central area of the community, amounting to approximately 7.7 sq.km., lies in the Pembrokeshire Coast National Park.

3. The community council’s precept requirement for 2006/07 was £11,000 representing a Council Tax Band D equivalent of £15.58.
Special Community Review – The South Pembrokeshire (Communities) Order 1985

4. The 1985 South Pembrokeshire (Communities) Order created a Community of Amroth from the existing Community of Amroth; the existing Community of Crunwere less that part east of Gelli-halog included in the proposed Community of Lampeter Velfrey; that part of the existing Community of St Issells at Stepaside; and that part of the existing Community of Eglwyscummin in the District of Carmarthen containing the New Inn area west of Telpyn Point.

5. The community was to have a council of 10 members and was to be warded and represented as follows:
Amroth Ward – 8 councillors
Crunwere Ward – 2 councillors
6. The current community and community ward boundaries are shown on Map 1.

7. No response was received from Amroth Community Council in respect of the initial consultation document issued by the County Council entitled Periodic Community Council Review: Principles and Procedures.
Assessment

8. The electorate of the Community of Amroth increased significantly from 741 in 1980 to 1041 in 2007.

9. Housing completions, which have totalled 120 units over the last twenty years, indicate that the majority of development has occurred in the settlements of Summerhill and Stepaside.

10. In terms of future housing, there are existing planning permissions for 80 additional dwellings in the community, the largest commitments being at Llanteg Park (48) and Stepaside (12). There is one

specific housing allocation for 10 units at Stepaside made under Policies 44/45 of the Joint Unitary Development Plan (JUDP). Future housing elsewhere in the community will take the form of small scale infill development and conversions. On the basis of the JUDP proposals and existing housing commitments we consider that the community’s electorate is likely to reach 1200 in the near future.

11. One of the objectives of this Community Review is to look at the changes that have occurred to settlement boundaries to ensure that they do not straddle across community boundaries, either now or in the near future. The settlement limits of Stepaside, as defined under Policy 46 of the JUDP, indicate there is a small area of the settlement that is currently within the jurisdiction of the Community of Kilgetty/Begelly. We therefore propose to transfer this area to the Community of Amroth by redrawing the existing boundary from the footbridge at Brook Cottages to run along the southern boundaries of the properties known as The Rookery and Butterfield Hall, then linking to the C3185 and running north east along the road to join the existing boundary at the stream known as Ford’s Lake. This amendment would result in just three electors being transferred to the Community of Amroth, which would give a total electorate of 1044.

12. On the basis of these changes and the fact that the electorate should increase modestly in the near future, we have concluded that the Community of Amroth, based on the principle of more equitable representation and the Guide to the Allocation of Councillors to Community Councillors (Table 2 - Periodic Community Council Review: Principles and Procedures), should have its entitlement increased to twelve councillors.

13. In terms of warding arrangements we have noted the distribution of increases to the electorate since 1980 and the location of future housing developments, all of which will concentrate the electorate more heavily in the western part of the community, whilst the Crunwere ward will remain sparsely populated farmland. In terms of continuing the existing warding arrangements, and mindful of the criteria laid down in Schedule 11 of the 1972 Act, we are of the opinion that the area of Crunwere ward is large enough in electorate terms and different in make-up to the more populated Amroth Ward to justify the current warding structure. We consider that the old community loyalties and social connections in the Llanteg/Llanteglos area are still strong, as evidenced by the Llanteg Village Hall, and should continue to be respected in the electoral arrangements of the new council.
Draft Proposals
14. The County Council proposes that there should be a Community of Amroth comprising the existing Community of Amroth, plus that part of the existing Community of Kilgetty/Begelly at Stepaside. The community should be represented by 12 councillors and should be warded as follows:
